CHICAGO — Non-manufacturing sector shows growth for 31st consecutive month

CHICAGO — THE LATEST BEIGE BOOK REPORT, compiled by the Board of Governors of the Federal Reserve System with data from the 12 Federal Reserve Districts, shows that the U.S. economy continued to expand slightly in June and early July. Eleven districts noted expanding economic activity.

Early August brought news that the current administration had awarded $9 million in the multi-agency Rural Jobs and Innovation Accelerator Challenge. The program is designed to spur job and economic growth in rural regions. Economic development partnerships and initiatives in a dozen states—Alaska, Arkansas, Connecticut, Illinois, Kansas, Louisiana, Mississippi, New Hampshire, North Carolina, South Carolina, Virginia and West Virginia—will receive awards. Last year’s winners generated millions in matching funds, and their projects are expected to create thousands of new jobs and hundreds of new businesses, according to the U.S. Department of Commerce.

LAFAYETTE, La. — Cleaner stored perc in Rubbermaid containers, dumped waste down toilet

LAFAYETTE, La. — A Louisiana dry cleaner pleaded guilty last week to negligently causing and allowing the discharge of hazardous waste—perchloroethylene, also known as perc—into a publicly owned treatment works or sewer system, according to U.S. Attorney Stephanie A. Finley.

Jason Prejean, 38, of Lafayette owns One Low Price Cleaners (OLPC) and entered the guilty plea on behalf of him and his Lafayette business.

At the hearing, Prejean admitted that he acted negligently in failing to ensure the proper and lawful disposal of wastewater containing perc and that he failed to train OLPC employees on the lawful disposal of perc waste. He also admitted that he had not used a disposal company since February 2007.

Investigations by the U.S. Environmental Protection Agency, Criminal Investigation Division and Louisiana Department of Environmental Quality (LDEQ) revealed that from December 2007 through May 2009, perc was improperly stored on-site at OLPC and that employees routinely poured perc wastewater down the toilet inside the store.

April 12, 2010

A former executive of Newport Beach, Calif.-based US Dry Cleaning Corp. told the New Orleans Times-Picayune late last week that the company reimbursed him for a $4,800 contribution to the campaign of U.S. Senator David Vitter (R-La.).

The alleged reimbursement would represent a violation of federal campaign finance law, and may represent an attempt to skirt campaign-finance limits by "bundling" individual contributions on behalf of a larger concern.

On August 29, 2005, Hurricane Katrina slammed into the Gulf shores downstream from New Orleans, its storm surge weakening and eventually breaking through the system of levees protecting the city. And slowly, New Orleans — built in a “bowl” two to 12 feet below sea level — began to fill with water.

NEW ORLEANS — I have visited New Orleans on several occasions, but this is the first time that I’ve seen Christmas decorations, or for that matter, Santa Claus marching in a jazz funeral. This is also the first time that I encountered weather here that wasn’t as warm as the Cajun cuisine.
